Ministerial Resolution No. (645) of 2020 on the Policy of Prevention of Bullying in Public and Private Schools that Follow the Ministry’s Curriculum

Page Content

This policy establishes a preventative framework to address bullying as repeated harm that may be physical, verbal, social, or online, typically involving an imbalance of power and resulting in educational, psychological, and social impact. It aims to strengthen a safe and respectful learning environment, raise awareness among students, parents, and staff, and promote consistent practice that supports positive behaviour while reducing violence, bullying, and discrimination.

The policy applies to public schools and private schools that follow the Ministry of Education curriculum, from Kindergarten through Grade 12, and is intended to serve students, parents, and school staff. It sets out roles and responsibilities across the Ministry, school leadership, teachers, social workers/counsellors, parents, students, and the wider community, including forming school-based anti-bullying committees, implementing preventative plans, ensuring clear reporting routes, and providing structured intervention and support for both victims and students who engage in bullying behaviour.

The policy also requires ongoing monitoring and evaluation of implementation and effectiveness, with annual review and updates informed by feedback. It sets expectations for data confidentiality and information-sharing, including parental consent as a baseline and regulated disclosure to competent legal authorities where there is clear harm, and it emphasises making the policy accessible and available for reference, including publication and clear school-level communication.
