This policy adopts inclusive education as an approach that enables students of determination to learn within a shared learning environment that provides targeted support, removes barriers that may lead to exclusion, and meets diverse needs through respectful, responsive practice. It emphasises that inclusive education is not a short-term initiative, but a gradual development of school culture, systems, behaviours and beliefs so that inclusion becomes embedded in everyday school life.
The policy aims to deliver high-quality inclusive education in government schools and private schools that follow the Ministry of Education curriculum across the UAE, through unified national efforts and shared quality standards. It promotes appropriate placement in the least restrictive educational environment, strengthens staff capability through specialised practice, and requires meaningful parent engagement throughout identification, assessment, Individual Education Plan development, implementation, and ongoing review. The policy applies from Kindergarten through Grade 12.
It also sets out operational requirements for admission and registration, identification, assessment and referral, data confidentiality, and accessible learning environments aligned with national requirements. The policy defines inclusive education programmes and related support services, governs Individual Education Plans, and addresses assessment and examinations, certification routes, staffing models, professional training and licensing, and the role of Special Education Support Centres, including provision for distance learning in approved circumstances.
