This resolution adopts a unified national policy for the care of gifted students in educational institutions across the United Arab Emirates. The policy aims to ensure early identification, systematic support, and continuous development of gifted students' abilities and talents in both academic and non-academic fields, recognising gifted education as an educational right and a key contributor to national human capital development.
The policy applies across all educational stages, from early childhood to general education, and covers gifted students in scientific, literary, artistic, athletic and other domains. It sets out clear criteria and tools for identification and assessment, and regulates the provision of flexible, enrichment-based and acceleration programmes tailored to students' individual abilities and needs.
The policy also defines the roles and responsibilities of the Ministry of Education, educational institutions, teachers, parents and supporting entities. It emphasises quality standards for gifted programmes, the establishment of national data systems, regular evaluation of programme impact, and equitable access to gifted education services across the country.
