This policy establishes a comprehensive national framework for child protection within educational institutions, aimed at safeguarding children's rights and ensuring their physical, psychological and emotional safety in learning environments. It is grounded in the principle of the best interests of the child as the guiding consideration for all decisions and actions, and affirms that child protection is a shared responsibility among the Ministry, educational institutions, parents and relevant stakeholders.
The policy applies to all public and private educational institutions and covers both face-to-face and distance learning. It encompasses students, staff and service providers connected to the educational process, and sets out recognised forms of abuse alongside prevention, early identification and reporting mechanisms. Clear requirements are established for confidentiality, protection of reporters and respect for children's privacy, ensuring a consistent and professional response to cases.
The policy also defines roles and responsibilities, including the appointment of child protection coordinators, capacity building and staff training, and coordination with Child Protection Units and competent authorities where required. It mandates ongoing monitoring and periodic evaluation of implementation effectiveness, with updates aligned to national legislation and international commitments to sustain safe, supportive educational environments.
